No it's definitely not to late, look into joining the national youth music theatre (YMT:uk), they have summer courses which can get you started, and it is well respected in the industry.
Also go to Drama school go on to the CDS website to find out which drama schools offer musical theatre courses, I know that Mountview has a good one, but it is very hard to succeed without having any professional training so drama school is really worth it.
17 is in not too old unless you were hoping to play child roles.
It's true that musical theatre is a very competitive industry, as is any other career in performing arts, but getting the right training will give you a definite boost when it comes to getting started.
Just don't think that making the decision to go into musical theatre was the hard part, because it is tough, and you'll spend a lot of time out of work.
I'm 17 too and want to be an actress, so trust me, I understand how daunting this whole process is, but have faith in yourself and work hard, and i'm sure you will make it.
