Bible Trivia: In two OT/Tanakh books, there is a king?

This king is tricked into signing a decree that cannot be revoked, but in each case, the assigned victims are saved.

Best answer will give the name of the book and the chapter in which the stories are located, (verse is not necessary) and the name of the two kings.
