i painted a wall and now the old paint is peeling off what do i do?

it looks like the person befor painted latex over oil with out sanding alot. is there a cemical i can use to make it peel off smoother or do i prime then putty then sand then prime then paint?

It MAY be tough because sometimes paint sticks is some places an doesn't in others so you end up with various layers of obvious deviations.

I would get some wallboard scrapers, maybe the 12" and 6" and see what I could remove without devoting the wallboard. After that if anything remains you will have to sand and prob. smooth out with wallboard compound...re-sand, prime and paint. This must be a bathroom or kitchen...?

that happened to me last year. i was shocked. i had to scrape it and re paint it. it was a bummer. i was looking to see what people answered. i guess i am the first answer!
