How do I remove paint or a sort of matt covering on limestone rock?

the home was built in the 1920's.

You do not without great expense, very great expense. Limestone is a very soft rock and will not do well with chemicals, acids or abraisives (sand blast). You are better off painting over it, cover it or leave alone. I would suggest a paint designed for it. First scrape off the loose stuff by hand, wire brush, paint scrapers. Then possible a primer coat to keep the limestone sealed or the mortar from leaching out, then a final coat of paint.
