drawing things on a picture?

i have a picture on my laptop that i want to like draw things on....like example beards, devil horns etc....um is there any software or w/e that i can download to be able to do that, or can iphoto do that? if so how? i have a mac
has to be free

best freeware seems to be GIMP. but you need to have OS 10 or above i think. Its pretty much the freeware version of photoshop. Pretty complicated though if you just want to scribble on photos.
