Is it normal to use same needle twice while gertting blood drawn?

I got my blood drawn today, and this was the first person who missed on first try and didn';t change the butterfly needle. Usually when they miss on first, try which they always do, they always change the needle. But this lady poked me 3 times with the same needle. Why do they usually change the needle between missed tried anyways?
