You've painted emulsion (water based paint) over a gloss or semi gloss paint. It's daft to say 'no one paints walls with gloss' because people do even though you're not supposed to. Try a small patch of primer and then another coat of emulsion. If this doesn't work you may need to key the walls with very fine sand paper, then prime them with a good coverage of smooth over. Polycell do a good range. The sand paper will need to be very, very fine but this won't work if you're painting over a lining paper and not on to plaster. As a last resort you may need to strip the paper off if this is the case. But what lies beneath?!? I hate decorating. x
