As a Landlord you are not responsible for painting an
apartment unless you choose to do so.

Most time a landlord will agree to pay for the paint if the
tenant wants to paint.

But if it's a good tenant, you want to keep them, and you've raised the rent annually, why not? Or compromise and agree to pay part of cost, split the cost. It's normal wear and tear, assuming apartment was freshly painted when tenant moved in, and if it NEEDS refreshing, it is partially or entirely tenant's fault. Hopefully you don't use that crappy contractors' paint.
