whats the best way to paint my bike?

i am 14 and i bought a $700 hybrid bike and i did the ms150 (to help support a cure for ms) with it and within 2 months i had 350 miles on it, but the color is like blue and yellow. my dad an avid cyclist isnt letting me put basic spraypaint on it so i need a new way to paint it. i could really use the help. thanks alot
