Wallpaper Removal (two layers of wallpaper with layer of paint in between)?

I am trying to remove some wallpaper. The problem is that the base layer is wallpaper, then there is a layer of paint, and then there is another layer of wallpaper! I have scored the surface with the tiger tool that makes little holes in the wallpaper. Then I have tried to steam the two layers of wallpaper off. It really takes a long time. Also have tried the DIF chemical remover sold at hardware stores. No luck with this at all.

Any other suggested methods?

Man does that suck. Have you also gotten the wallpaper real wet? Other then what you said, just keep plucking away. I bet you never will put up wallpaper.
