Ok weather-wise I'm only going to speak for Melbourne because I live there. November/December can be a bit weird, we can have very hot weather, just nice weather, or the weather can be bloody awful and raining, thinking back over the past two years, I'd probably say it's more likely to be just average temperatures, maybe, 21 or 22 degrees celsius on average??

As for the best place to visit, well... that depends on your interests. Melbourne/Sydney are both the bigger citys of your list, both have lots to see and do and awesome tourist attractions, as well as beautiful national parks within easy driving distance. Melbourne and Sydney both have a wilder night life if that's what you're after.

Perth is quieter, it's a beautiful city, but far away from anything if you'd like to visit two cities in your trip. Darwin, I'd say roughly the same but an awesome starting point to see some of Australia's most beautiful outback country.
