Where do i go apart from the police station, to see weather something is legal?

Hey i was wondering, i know there is a police station but i really dont want to waste there time. I have been lokking all over the web so try and answer this, i have also email a police station a couple of months ago, but no reply. Is there somewhere i can go, apart from the police station to ask about a law, ( well to see if im allowed todo something) Can i go to the council place in my local area or what
