Whats the best All-Weather digital camera?

My fiancee is getting deployed and will be needing a new camera to take with him. (or dog decided to use his old one for a chew toy) Obviously the conditions overseas aren't going to be easy, so I need to know what the best all-weather camera is that I can get for him....I'm not looking for anything extremly expense or fancy or professional, and it doesn't need to be like 8 MP or anything, just something simple, small, basic, easy, and durable that he can take with him.

If you are not looking for something extremely expensive, or fancy, then why do you mention a price of not more than $500-?
Consider the Canon PowerShot A560.7 megapixels, 4X optical zoom, or if he's into changing shutter speeds and apertures consider the Canon PowerShot A570 IS
It's also 4X optical zoom, and 7 MP.
A560 should run about $130-, the A570 IS about $150-

it seems like olympus makes that camera so far. just dont buy it off of this site. look @ this camera on best buy and circuit city.
