My ceiling is leaking. The landlord said "put a bucket under it, we'll fix it when

the weather clears up". My ceiling is leaking and I reported it to the landlord. They left a message on my machine saying "put a bucket under it, we'll fix it when the weather clears up". It's March in Ohio! The weather should clear up around June! I've dumped two big buckets full of brown water already and I have a hole in the ceiling where some of the drywall fell in, the carpet is getting wet and now it's dripping into the light fixture 3 feet away and made the light come back on! It was out I thought. It dimmed the day I looked at the apt and the manager said "oh I'll have to change that". Maybe it's a short and has nothing to do with the water. I don't know. Can the manager do this? What rights do I have? What do I do? I don't want to get evicted. I have 4 pets and can't find any other place to take us. The weather was 41 degrees today and clear. Shouldn't he have put a tarp or something on the roof to help stop the leak? What's my next step?
