is it possible it is more difficult to lose weight during cold weather?

is it possible it is more difficult to lose weight during cold weather?

i live in the mid west.
every winter i try to lose 10 pounds that i put on from holidays.
for a month i have been exercising, (dancing and walking) and restricitng my calories to 1200-1500 a day. in 1 month i have only lost 2 pounds.
i dont have this problem in summer but in winter i just cant lose anything. does the cold have something to do with it? like, me needing the blubber to stay warm?
