Why do a lot of people not turn their lights on in inclement weather?

Where I live, in PA, it is a state law that says you must turn on your headlights in inclement weather. My wife and I notice that many people drive w/no lights on during rain, overcast weather...etc. Yes, you may be able to see to drive, but the point is so that other people can see you.
