Whenever I walk in cooler / cold weather, my legs start itching & it can becomes...

...very painful.? Sometime when I walk faster, I scratch so hard I get welts or it breaks the skin & I start to bleed. I love to walk but once the cooler / cold weather hits then I have to stop walking till warmer spring weather and Summer. I get painful throbbing in my legs. Sometimes my husband gets mad because he says I'm no fun to walk with.
In the warmer weather I have no problem at all and I can walk as far and as fast as I want. Does anyone have this problem or any insight on this? A name or a "cure ?"
