What's the best weather condition to fish for striped bass in NY?

The first time that I had been fishing for striped bass in the Hudson river, I had only caught one striper in a 5 hour period. I think I was the only one that caught one that day. I had visited the pier again with out my fishing rod just to see how's it going, and people were catching stripers like every minute. I was just curious what the weather to fish for them has to be like.
