University of Alberta in Edmonton, AB has an excellent biology department, with a wide range of zoology and animal science programs. Tuition (even for international students) is definitely less than $20k, and the international student scholarships are way easier to get than domestic student scholarships.

Edmonton is a pretty good city. There's definitely tons of outdoor activities - lots of running and biking paths through the city and the river valley, its fairly close to the mountains (3 hours to Jasper). There's always something going on here, some kind of concert or exhibition, or art show, or what have you. The only bad thing? It gets freaking cold.

Why do you want to leave California..I would highly suggest California State Polytechnic University, San Luis Obispo. They have a zoology major plus the location is great for hiking, biking, and camping. You are close to many other beautiful small towns (Morro Bay, Pismo Beach, Los Osos, Cambria, etc.) and the ocean.
